I've heard speculation that that's what he's positioning himself for, but it's a bit tricky. Democrats may want to draft him because he shores up their national security image, but I'm not sure military service is what people look to when they judge whether someone would make them "secure." It seems to me it helps to project a bit of mean, which Republicans do much better than Democrats (based on the few times I've seen him, Clark isn't so good at this either). And I'm also not sure that if national security is one of the major issues, the Democratic presidential candidate would want to tacitly admit that he needs "help" with it.
He's an intriguing candidate, but we'll have to see how he handles an announced candidacy.
