Hey, thanks for the link. I'm not really sure what to make of The Face. I agree that it's a social expression and quite different from screwing up your face before a good cry.
There's another problem -- I see it a lot in still photographs. I'd love to see it in the context in which it occurred. I don't think it's so frozen in time like that. I also don't know how long it stays on the face; i.e., how fleeting it is. I may think it means "Damn I got caught" because of the context of the articles with which it appeared, not necessarily in the context of the person who made it.
I think it's a transitional face. These fellows also appear to be talking to (or at) people, and have paused for a moment to show, as Ogged says, that they understand the gravity of the situation. It's the gap between paragraphs in a speech.
I think that's why you're seeing it in photgraphs. These folks are all newsmakers. Not many folks are photographing me while I'm talking about how I just blew stuff up. Not that I ever make this face.
Actually, I don't see any women making this face... And do your friends make this face, ever? Mine don't.

Interesting still, though.

Hey Ogged?
Schmiety? As in, Piety/Schmiety?

Yes, as in piety.
And what face does one make when one says "hunh?" Actually, what sound does one make?

I guess you should ask Paul Ekman. A similar face is depicted in a photo on the front page of his site.
