Can't be sure, but I don't think that that's how it is. The place you must be referring to is more likely North America than Israel, and I'm not aware that Jews at either place particularly prefer blue eyes(and there's reasonable chance that I'd know).
Seems more like a way to indicate a large user base.
Israel is a democracy. Opposition politicians say things like this all the time. The statement was in the news only because the Deputy Prime Minister said it.
