She is wearing a conservative brassiere because she's going to court and does not want to flash her nipples, or even her lovely round breasts, at the judge.
One of the points of see-through black clothing is what you wear, or don't wear, underneath.
If you want to look like maybe you're naked except for your black see-through thingie, but without flashing your nipples at folks, you choose a flesh-toned, stretch-Lycra camisole. Nobody can tell you're wearing anything, but they can't see anything, either. That's the point.
If you want people to see a spaghetti-strap brassiere, you wear a white or black spaghetti-strapped brassiere, because either black or white will show through.
If you want people to look at your nipples, you wear nothing.
