Not that I endorse this--if we can't win, we might well still be able to contain without coming to some agreement. And as slol points out it's not clear that acceding to their demands will do any good. "whose struggle enjoys the rear-guard sympathy of large numbers of Muslims" isn't exactly a fixed conditions--fighting the war of ideas doesn't mean doing things that Al Q wants.
