Oh, and I'm off to swim play a show, so I won't be around for all the wonderful things you find there. Sorry to post 'n' run, but I thought I should share.
Which one of those words means "consultant"?
I think "beef on" means "inform" in the sense of "rat on/out" rather than "impart information".
That's what "beef on" meant among confidence men according to David Maurer's The Big Con (the basis for The Sting and well worth reading).
Black on dark blue? Is this a blind old man problem?
It's definitely a poor choice of color scheme.
Beef on me...
...shame on you.
Beef me on...
...shame on beef.
Ahaha -- this was servicey! I was reading a Lew Archer book and someone was complaining about the cops "vagging prostitutes," which, heh. But then I thought, Hey! I bet I can look that up in the hobo dictionary! And so it was. (I'd guessed the meaning, but it was nice to have it confirmed.)
Hitting a New Yorker - finding a long cigarette butt.
Hard to guess that one. "Hitting grounders" is picking up cigarette butts in general so there may be a baseball connection, or else decadent New Yorkers not smoking 'em all the way down.

this will be handy for reading Apelad comics
The dictionary seems a bit sanitized to me. I would expect to find much more bawdy language, nasty ethnic/racial slurs, and etc. Perhaps it's been cleaned up for publication on the internets?
15: Frenchy, dingy, faded bogey, and I've only gotten to the Fs. Also, the slang in use among the general population was already well-stocked with racial slurs etc., and I suppose those would be excluded from a list of slang peculiar to hobos.

Ricardo strikes again.
yeah, I got to go with "beef on" meaning "rat out" or "narc on."
18: You've all beefed on my hasty, headed-out-the-door posting. And I deserve it.
