You can prepare for being disabled by self-induced episodes of temporary disability. Binge drinking works.

The letter is unclear. It could be that 65% of the 57% predict that they would run out of money within a year if they were disabled and thus could not work. It could also be that 65%of employees predict that, if they couldn't work, they would run out of money in a year.

My guess is, it's the latter. In which case nobody would need to re-define disability to create an adequate safety net.
