Error doesn't quite cover it. One person got prison time for authorizing bonuses. But on the recipients' side no fraud has been shown and the amounts were not unreasonable. The California Guard should absorb the costs.
Sounds like it's $150-200M. I doubt the CA guard can absorb that much. (Although for some reason the guy convicted was only charged with misappropriating $15M)

It comes from the federal fisc, but I read somewhere it's the state's responsibility to get the money back and they don't have the authority to forgive the debts without federal action. But I strongly suspect the state had many options short of forgiving the debts, like declining to pursue collection.
