ttaM is an excellent photographer, but I think you'd have to be a bit more precise about what it is that you wanted to do before anyone could tell you how hard it would be.
I am not such a person, but just pointing out if the project is a one-off you could do it in PS itself within the free trial period.
My understanding is that PS is really difficult to use, and that Corel or GIMP is easier?
The basic project: I've got drawings of cats by two different artists - one is a detailed line drawing and the other is smudgey, probably charcoal. I want to replace the fine lines with charcoal smudgey lines and see if that produces a cat that looks more similar to the others, while still retaining its charm. (These are one-off tattoo designs, so it will be copied again by a single artist's hand, helping with the artistic consistency.)
If you also wanted to add a caption, this would be the most internet thing ever.
I'm very amateur in these things, but I know a little. I can do stuff like this. I use GIMP which is probably less user friendly than PS, but it is free.
4: There are preset filters that do charcoal effects in pretty much everything. I'm not sure how well they would work on line drawings, but it's worth a shot.
Do you recommend any that are located online, so that I don't have to download any software?

I recommend leaving the links up and making one of your imaginary friends do it for you. Or multiple imaginary friends who can then compete for your love and approval!
I wouldn't turn it down! In theory, one of my mom's friends proclaimed it would be easy-peasy, and that I'd hear from her very soon, and then she went MIA. So I don't want to ask someone here to undertake it if someone is already working on it, unless they truly think it'd be fun.
I'll have some real time in May to dedicate it, so if it's within reach of a beginner, I can handle it then.
I did this real quick on my phone. I'm a not sure you're really going to be able to fully recapitulate the style of the Newberry on account of the strong lines. That data just isn't there in the Ogur.
I also gave it a shot, with Photoshop Express.
Pretty good. Maybe the eyes need something more defined?
If you are on Windows, Paint.NET is pretty easy and can do filter and charcoal effects and whatnot.
I think if you mask out the eyes it'll be good.

Photoshop is definitely easier to use than The Gimp. I'd say the GIMP is at the outer shitty end of UX design. Quasi-trolling but you only really find UX that bad in software that originates on Linux.

Yeah, I'd say it's definitely not 'beginner' level.
Although I think if you had a bit of time to play around, it'd be do-able. Photoshop, because it's the de facto standard, has a lot of decent training material online, and it's pretty easy to find step by step guides to most things.
I think the UX of Gimp is a clone of Photoshop 3.
I find this stuff easier in Photoshop Express than Photoshop, and the former is usually cheaper, especially if you get an educational discount. You don't need the most recent edition either.
