The idea here being that if someone has failed so far to obtain a university place or a job, we are going to make damn sure that they never achieve anything in life by refusing to grant them even a high school diploma?
"And if any of you spinal patients still aren't walking in six months, I'm going to come back here and break your legs."

I followed the OP's linked article to a Chicago Tribune article which quotes an unnamed official acknowledging that CPS high school graduates are already guaranteed admission at one of the City Colleges of Chicago.

Not the same thing but our city school district is home to the county alternative school (classes toward GED and for incarcerated students) and the state has raised the dropout age to 18 so you can't enroll in a GED program before that but judges aren't paying attention and keep ordering that for younger teens, who will then be in violation of the terms of their parole if they don't enroll where they are no longer allowed to. I'm in favor of the plan where the furious woman who manages the enrollment process gets to destroy all the people making the process difficult and then runs the world, but I haven't heard yet what more moderate measure was chosen instead.

Oh, these rules and regulations don't apply to trust fund kids, who are attending private schools in the first place. Never fear! the options for the offspring of the wealthy are still rich and varied and interesting, and still all but unlimited.

Public school kids, on the other hand, are just hostages to the latest fad for "measurable outcomes" in education.
