From here the poorest metropolitan French region or collective is Limousin at $32.3k euro/cap (2011), while French Guiana was $21.3. Considering that there's a practical lack of mobility between the areas--although it's probably more reasonable than a random USAian going to the Northern Marianas or American Samoa--maybe that's not too bad?

The pretext of the laptop ban is so flimsy you wonder if they're even trying. Laptops might be bombs! Let's put them in the hold, which is... bomb proof? No, you see, if it's a carry-on a terrorist could detonate it, but if it's in the hold there's no way for it to go off because laptops have neither wireless capabilities nor the super-advanced technology called "clock".
This is so stupid. Why the fuck are we banning laptops on flights from Europe but not domestic flights?
Also, we should be sure to refer to it as "Trump's airplane laptop ban" just to make sure everyone knows who to blame for it.

That's even less believable when you're claiming it about all European airports. Note also that it's only Europe to US, on US to Europe as well as domestic there's no restriction, because unlike European soft-on-terror furriners, the TSA is a well-oiled* machine.
At least most security theater is harmless** aside from wasting time, but here we see true innovation, because putting laptops with batteries that occasionally burst into flames actually might increase the risk of a plane going down, if you compare the likelihood of a hold fire (5 carry-on laptop or tablet battery fires in 2016) vs. a terrorist bombing (don't even remember when the last confirmed one was?) And as noted above, a bomb in the hold is worth a bomb in the cabin- at least give us a rationale for this that's more believable, like laptops could conceal knives or could play hypnotic videos that could let you mind-control the crew and have them crash the plane.
I mean, at this point terrorists have a totally effective low-effort way of causing havoc, just come up with a semi-plausible plot and post it on some jihadi message boards you know are being monitored. Psst, did you hear about how ISIS has designed clothing that is indistinguishable from regular but can be used to kill people? I better start exercising in anticipation of the upcoming clothing ban.

Isn't the hold/cabin rationale the theory that in the cabin a bomb can be held directly against the wall of the aircraft, where even a small explosion might cause a catastrophic hole, whereas the same size of explosion in the hold would be contained by the surrounding cargo? I've seen speculation that it's based on this incident in Somalia, in which only the guy with the bomb was sucked out of the plane.

Relatedly, are they going to reimplement tighter security at baggage claim? You can quite simply walk off with anyone's bag, which is usually pointless unless you have a dirty laundry fetish. But now the chance of finding some valuable electronics is greatly increased. I remember when they used to check baggage tickets before you could leave baggage claim, I can imagine the uproar if you need to wait in yet another line to escape the airport.

It was never only African airports, from the start it was MENA airports generally and Gulf region airports specifically. And DOH, AUH, and DXB* have excellent security (and are all much better airports all around than any I've ever been in in the US).

Hawaii is in a geostrategially advantageous position, in a way that Caribbean countries are not. A huge portion of the Hawaiian economy is built on military spending.
Hawaii also has a milder climate going for it. Its always warm, but not generally godawful hot.
