Nevertheless, FBI information since that time indicates patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York.
AFTER 9/11 I can see where it reads funny. Clearly on 9/10 it meant attacks other than hijackings that might include buildings.
I'm not sure the part you highlight is meant as a disjunction, but I wouldn't bet that it's not. But keep in mind that not only were they worried about hijackings and surveillance of NY buildings, they had also actively made preparations to keep planes from being rammed into buildings during the G-8 summit earlier in 2001. Again, I'm not willing to claim that the attacks "should" have been stopped, but the available evidence doesn't make the Bushies look good. And this doesn't even touch Clarke's criticism that more evidence (and even some hijackers) could have been found if the administration had treated the threat with more urgency.
