Depends how you manage the dams and the floods, I think. Disrupt sediment flow enough and Bangladesh washes into the sea. Plus downstream erosion and fisheries and whatever else. Based on the Mekong experience I doubt anyone knows enough about the Brahmaputra system to dam at scale without rapidly making things worse.
