Eh, I figure the right of underpaid gardeners to use the equipment that'll get their jobs done as fast and easily as possible is more important than my right to a quiet upper-middle class neighborhood.
Of course, if in your case it's your *neighbor* using the damn thing, rather than his paid gardener, you should wage passive-aggressive neighbor war, perhaps by raking all your leaves back over onto his lawn.
Gas-powered leaf blowers are banned in WeHo, which doesn't stop the gardeners [and we use that term loosely] from using them. After all, the Sheriff has major crime to deal with in the average afternoon, what with PH being out of the clink...
Speaking of peace and quiet, there are masses of construction workers & equipment going at it on the lot behind my homesweethome. Occasionally, the building shakes. [The gas main, however, has now been marked. so I'm no longer in danger of becoming a crispy critter.] However, my doorbell keeps going off, which is freakishly annoying, as I'm waiting for the delivery guy to show up with my new washer. The doorbell is, in fact, broken, and what is ringing is the radio-wave amplifier that is still functioning.

Depends if they are being paid per garden or per hour. For guys doing piece-work or who are self-employed, quick == more money.

The vast majority of the people who are actually doing the leaf-blowing are not self-employed. Those who are aren't underpaid, unless they're bad at bidding jobs.

Ah, I have no sense of how it works there. At least where I live it seems to be mostly small contractors and self-employed guys. But I don't know how it works in urban/suburban areas in the US.

There are solutions.
Gas powered leaf blowers should be banned because they create unbelievable amounts of pollution. Ditto for most consumer lawnmowers and many jetskis.
Seriously if you have a slightly older lawnmower, it's making more pollution than your car, no matter how much you drive.
2-stroke engines are the devil. Always upgrade to the 4-stroke - suck, squeeze, bang, blow!
