Yes, racist. But I laughed for about five minutes.
The newscaster's expression is not helping.
Problematically, the sketch doesn't really look like the newscaster, except for the width of his nostrils.
But do you notice how both of them are black?
They stole that from the Simpsons.
I'd say that, except for the width of the face (and implication of greater age in the sketch), they actually look a fair bit alike. You *did* notice the moustache, didn't you? And the haircut? And the wide eyes? And the general shape of the jaw and shin?

I have HD, but no. Also, the moustaches are different.
I want to know why that newscaster feels he doesn't need to wear a flag lapel pin.
Wikipedia on the Circle 7 logo is moderately interesting.
I first saw this on 4chan so, yeah, racist. (I don't frequent there, it was an assignment, I swear.)
Jesus, you people really are racists. The man in the drawing clearly has gills.
They really don't look a bit like each other, outside of general shared ethnic characteristics.

If it's good enough for the LAPD, it's good enough for me.
Way to take it up a notch with the file name, Ogged.
This ain't racist, son. It would be just as funny if it were a white newsanchor and a white rapist. Not that this is a useful rubric for determining racism in general, but it works in this case...
actually I always supposed that a sketch had a wider margin of error than a photograph, so I'd think that's pretty close for a sketch.
